The new constitution for Roumania which has been finally ratified does not show the improvement as regards Jewish rights which had been hoped for. The fight of the Jews for the substitution of the word “citizen” for “Roumanian” was lost.
This means that officials will have greater lattitude in denying the vote to Roumanian Jewish residents, who they may decide may be citizens but not Roumanians and therefore not entitled to all governmental privileges.
The new constitution, too does not contain the clause recognizing the legality of the Jewish language for which Roumanian Jews contended.
