Rumania Plans to Curb Foreign Labor by Decree As Parliament Closes

Parliament closed its deliberations today without acting on proposals to revise post-war naturalizations and to restrict employment of aliens and members of minorities, but there were indications that these proposals had not been dropped by the Government.

The closing sitting of Parliament heard a plea by King Carol for measures to maintain discipline, unity and brotherhood. In a royal address closing the session he urged that energies not be wasted on hatred and enmities but used “for the realization of the great national idea of unity and brotherhood.” He referred to a recent measure prohibiting students from participating in political manifestations.

The restrictive measures might be passed by special decree before the opening of the new Parliament Nov. 16. That this is contemplated by the Government was indicated by today’s official Labor and Public Health Review, which said that Premier Georg Tatarescu, in conference with the Ministers of Industry and Commerce, and of Labor, had decided to issue a decree “for the protection of Rumanian labor” in April.

Penalties for non-compliance with the decree would include fines of between 1,000,000 and 10,000,000 lei, cancellation of import quota advantages granted by the law for encouragement of Rumanian enterprises, and the taking over of offending organizations by trustees appointed by the courts.

It is not yet known whether the revision of naturalizations will be put into effect by special decree.
