A desperate call for at least $50,000 to bring help to 5,000 refugees from Bessarabia now in the Rumanian capital and other large cities, was received here today by the J.D.C. The Bessarabian refugees, who fled from that territory when it was re-acquired by Rumania after a year under Russian control, need not only food and medical help but clothing with which to meet the oncoming winter, the message says.
