Secretary of State Dean Rusk said today that Israel should permit Arab refugees to return to their former homes. Such action by Israel, he said, would constitute a “most direct and efficient means of bringing relief to displaced persons,” Mr. Rusk said.
He expressed this opinion in a telegram to the Near East Donations Committee here. It was in reply to a message from that committee urging the Administration to assist Arab refugees, who, it said, were made homeless by Israel and who are facing the rigors of the coming winter.
