A decision which is of great importance to the Jews in the cities who desire to settle on the land was made by the Sovnarcom (the Council of the Peoples Commissars) of the R.S.F.S.R. (the Union of Soviet Republics).

The Council decided that townspeople who were formerly in trades will have the same rights to engage in agricultural pursuits as the peasants, provided they will enter the agricultural societies or companies.

This decision is of particular importance to the Jewish settlers who were formerly engaged in the trades and business. Until recently, many applications of the Jews for grants of land were refused by the local Soviet authorities on the ground that the applicants were not engaged in agriculture before the war.
