The San Francisco Board of Supervisors voted yesterday final passage of FEPC legislation banning discrimination in employment on grounds of race, religion and national origin. The measure will become effective within 30 days when Mayor George Christopher names a seven-member commission.

The commission’s function will be, under the municipal ordinance, to hear and conciliate complaints. If it fails in conciliation, the commission is empowered to refer the matter to the City Attorney for court action.
