Sao Paulo Acts to Spur Entry of Foreigners

The government of Sao Paulo today issued a decree which will facilitate a larger immigration into this State. The decree aims to increase colonization in the State.

Racial and religious freedom for the entire population was guaranteed in the new constitution proclaimed yesterday by the government of Sao Paulo.

At the same time it became known today that 101 Integralistes, members of the anti-Semitic Fascist organization of Brazil, most of whom are Germans, left for Germany in order to study Nazi methods on the spot and return later to Brazil as trained Nazi agitators.

Mucio Carneiro Leon of the Journal de Brazil of Ria de Janeiro, and Vaz de Barros of Estado Sao Paulo, left on the Graf Zeppelin for Germany upon special invitation sent to them by the Nazi Party headquarters in Berlin for the purpose of mapping a program of Nazi propaganda in South American countries.

The Brazilian newspaper, A Manha, published a statement that the entire Integraliste expedition is financed by Hitler agents in Brazil.

In connection with the growing Integraliste movement the Navy Department of the Brazil government issued an order forbidding its personnel to belong to the Integraliste party. It is expected that the Minister of War will extend this order to the army.
