Finance Minister Pinhas Sapir predicted last night that Israel would have a population of five million by 1980 and announced that he has set up a team to work out plans for industrial development that would raise Israel’s output of goods to $13.650 billion compared to the present $4.550 billion. Addressing the Israel Manufacturers Association, Sapir also urged a moratorium on labor disputes.
