The charge that wholesale numbers of immigrants are getting by the 3 per cent quota restrictions by going to Argentine where they live for a year and than enter the U.S. as Argentine emigrants was made by Captain W.S. Estes at a luncheon at the Hotel Astor.
“A foreigner may acquire citizenship, said Estes, by residence in Argentine for one year. Thousands of Russian and Polish aliens assisted by their organized emigration societies, largely financed in New York, go to Argentine, where these organizations have headquarters look after their own; they live there for a year, acquire citizenship and then come here as Argentine citizens.”
