Secretary of State Colin Powell’s deputy has canceled a Middle East tour planned for this month. Richard Armitage might go later in the year, State Department spokesman Richard Boucher said Wednesday. One factor in the change of plans was that most of the principals will be in New York next week to attend the opening session of the U.N. General Assembly, Boucher said.
