While anti-Jewish propaganda is still being conducted here on a wide scale by the emigres of Czarist Russia, the authorities today for the first time took a step which is interpreted by the Jewish community here as opening a new era in the relations between the Japanese-controlled officials of Manchukuo and the Jewish population.
This step consisted in reopening the Jewish community library which the authorities have kept closed for two years. The library, one of the outstanding cultural institutions in Harbin, was permitted to resume its normal functions.
BANKS IN SHANGHAI
A Jewish public bank will be opened in Shanghai this week by Jewish community leaders, in connection with the growth of the Jewish population there. Many Jews, terrorized by the anti-Semitic manifestations here, have been moving to Shanghai. Jewish merchants in Harbin, being practically compelled either to sell their stores to Japanese citizens, or to liquidate under threats, are moving to Shanghai and to Mukden in large numbers.
