The Senate Labor Committee has voted by 9 to 3 to approve and F.E.P.C. bill which would establish a five-member “commission on equality of opportunity in employment.” Senators Robert A. Taft. Richard M. Nixon, and Lister Hill voted against the bill while Senators Hubert Humphrey, Herbert H. Lehman, and others favored it.
The bill would set up a commission to investigate discrimination charges but its orders would be enforceable only through the courts. The commission would have jurisdiction to investigate in the case of firms and unions which have more than 50 workers and which engage in inter-state operations. Organizations considered philanthropic, religious, or educational would not be affected.
