Abba P. Schwartz, former counsel for the United Nations International Refugee Organization, was confirmed by the Senate yesterday as chief of the State Department’s Bureau of Security and Consular Affairs. Mr. Schwartz is the first administrator of that bureau to have Senate confirmation.
The law was changed to provide for such confirmation at the insistence of Rep. Frances E. Walters, the Pennsylvania Democrat who is chairman of the House Committee on Un-American Activities and active in sponsoring immigration legislation. Rep. Walter has indicated approval of the appointment.
