Sen. Hubert H. Humphrey today introduced legislation in the Senate to admit European war orphans to the United States without regard for quotas.
His bill would permit United States families to adopt orphans who are still homeless as a result of the war. It would also permit immigration of children under 21 who have but one parent remaining who is unable to provide for the child’s care.
