Senate lawmakers worked out a compromise on legislation aimed at fighting religious persecution abroad. The measure, which would punish any foreign government that persecutes its citizens for their religious beliefs, allows the president more flexibility in deciding those punishments than earlier versions. It could go to the Senate floor for a vote as early as next week. The House passed a more stringent version of the bill earlier this year, but the Senate bill is more likely to prevail.
