Senate leaders today won a preliminary test that cleared the way for a two-year extension of the Federal Civil Rights Commission.
The Senate voted by 72-21, in excess of the two-thirds majority required, to suspend rules on an extension rider so that it could be attached to a pending State, Justice, judiciary appropriation bill. The test indicated the necessary strength to extend the controversial commission for two years.
