Scuttling of the Eisenhower Doctrine which has “embarrassed our friends” in the Middle East was proposed yesterday by Sen. Joseph Clark of Pennsylvania in an address to a Foreign Policy Association function here. Sen. Clark, who suggested more aid for Palestine Arab refugees, insisted that U.S. policy in the Middle East will not be clear until President Eisenhower makes a statement defining Western aims in the region.
