Sir Neill Malcolm, newly-appointed League of Nations High Commissioner for Refugees Coming from Germany, commenced preparations today for an inter-governmental conference to set up a system of legal protection for refugees from the Reich.
Although not a League member, the United States will be invited to send representatives to the conference, which in all likelihood will not be convoked before May or June. Sir Neill has already conferred with Joseph Avenol, League Secretary General, and members of the Secretariat, on preliminary plans for the parley.
Sir Neill, who is a British retired major general, will leave, shortly for a tour of the Near East, during which he is expected to visit Palestine.
