The study was conducted by Louis Rosenberg, research director of the Canadian Jewish Congress. The percentage of Jewish juvenile delinquents among total juvenile delinquents convicted in Canada was two percent in 1931. Jewish children below the age of 16 in Canada famed 2. 6 percent of all children within that age group. In 1941, the percentage of Jewish children among convicted juvenile delinquents in Canada was half of one percent, while the percentage of Jewish children among all children of that age group in Canada was 2. 2 percent.
