A five-point program which South African Zionist will present at the forthcoming World Zionist Congress was adopted here last night at a special session of the South African Zionist Council, comprised of the Zionist leaders of all Jewish communities in the Union. Dr. Abba Hillel Silver, American Zionist leader who is currently touring the Union, addressed the session. The five points accepted by the parley are:
1. A strong World Zionist Organization must be maintained as the only body representing world Jewry on matters concerning Zionism. 2. The W.Z.O. should be recognized by the Israel Government as the only body through which world Jewry shall operate in Israel. 3. Each country should establish a territorial Zionist federation representing Zionists of all shades of political opinion. The parties and groups should remain autonomous in their own specific fields, but the federation should control Zionist activities common to all parties.
4. Democratic elections for the World Zionist Congress should be held on a regular basis, with the participation of all Jews who affirm negligence to Zionism through the purchase of shekels or some other agreed-upon method. 5. Zionist elections should be held to determine the composition of the executive bodies of the territorial federations.
