The Social, Humanitarian and Cultural Committee of the U.N. General Assembly voted yesterday to open discussion of the refugee problem and the constitution of the proposed International Refugee Organization at its next meeting, which is tentatively scheduled for Wednesday.
It was decided to consider the Panamanian proposal for a Declaration of Fundamental Human Rights and Freedoms soon after the full committee finishes with the refugee problem. After discussion by the full committee, both issues will be turned over to separate sub-committees.
