Social workers from all over the United States, attending the National Conference on Social Welfare here, were told today at a panel discussion sponsored by the Anti-Defamation League of B’nai B’rith that racial and religious discriminations in employment form “a major obstacle to full American manpower use.”
The statement was made by Arthur A. Chapin, minority group consultant to Secretary of Labor Arthur Goldberg. The elimination of such discrimination because of race, religion or national origin, he said, would enable America “to pass on to greater problems” concerning the country’s effective tackling of “the manpower challenge of the ’60’s.”
