A meeting of representatives of Socialist Parties of Western Europe adopted a statement last night blaming the Arabs for tension in the Middle East and charging the Soviet Union with upsetting the balance of arms in the area by selling weapons to Egypt. It also blamed the West for appeasing the Arabs.
