“Refugees: Anarchy or Organization?” is the title of a 125-page book by Dorothy Thompson, N.Y. Herald-Tribune columnist, published here today by Random House. In it Miss Thompson proposes establishment of an international resettlement company, along strictly commercial lines, which would purchase at half face value blocked marks from German emigrants and businessmen with frozen funds in Germany. The resettlement company, with the blocked currency at its disposal, could negotiate with various governments for colonization of refugees who would be welcome since they would bring with them capital and equipment purchased in Germany.
