Some 13,574 immigrants arrived in Israel in the first seven months of 1980, a decrease of 35.4 percent compared to the same period last year, Rafael Kotlowitz, head of the Jewish Agency immigration and absorption department reported at the weekly session of the World Zionist Organization Executive. Kotlowitz, noting that the Soviets have decreased the number of exit visas, said: “We regard this development with great anxiety.”
