Soviet authorities have dropped drug smuggling charges against Jewish activist Lev Elbert who is serving a one-year sentence for draft evasion, the National Conference for Soviet Jewry (NCSJ) reported. Elbert, 35, has been confined to a prison camp in the Vinitskaya region of the Ukraine.
