The Soviet Embassy has protested orally to the State Department over the demonstration by eight Jewish students in the offices of Tass, the Soviet press agency, in the National Press Building last Friday. A department spokesman said today that Embassy counselor Uliy Vrontosov had made the protest to Adolph Dubs, State Department director of Soviet affairs. The spokesman said Mr. Dubs voiced regrets over any violations that may have occurred. But the spokesman emphasized that the Tass offices are not diplomatic premises and that there were no indications of property damage. The students had entered the offices–after knocking on the door, a spokesman for them said–and had chained themselves together to protest Soviet denials of emigration permission to Jews. After being ejected and booked by the police they were released on their own recognizance and are scheduled to appear in Police Court tomorrow on charges of unlawful entry and failure to leave premises. The State Department spokesman indicated the department would not become involved in the proceedings.
