Soviet Jewish dissident Pavel Litvinov, a 33-year-old chemical research engineer, arrived here today with his wife, Maya, and their two children. Austrian police took tight security measures at the airport. All exits were controlled by policemen armed with submachine guns. Litvinov, the grandson of Maxim Litvinov, was given a visa to emigrate to Israel but it is believed that he will go to the U.S. where he has been offered a post at a New England university. He had served a five-year sentence in Siberia from 1968-73 for protesting Russia’s invasion of Czechoslovakia.
