The Russian delegate to the Allied Treaty Commission here, said today that all Jewish property turned over to the Germans without compensation must be returned to the former owners or heirs. However, all property which had been compensated for, should be considered as German assets, making them subject to confiscation by the Allies, he added.
Except for one or two known cases, the Russian delegate stated, the Germans required all Jewish property in Austria by purchasing it from the owners. The exclusion of such properties from the tally of German assets would be unjust, the Russian declared, and contradictory to the terms of the Potsdam Agreement. He stressed that certain complicated cases should be solved by bi-lateral negotiations.
