The Soviet government has opened negotiations with Poland to permit Jews from that country to cross the Russian frontier and settle in the Jewish autonomous region of Biro-Bidjan.

Plans were laid out today for developing the work of building roads in the Biro-Bidjan territory and for the establishment of one large city on the banks of the Bira River.

With Biro-Bidjan officially proclaimed last month as an autonomous Jewish region under a practically all-Jewish administration, interest in this territory is now assuming larger proportions among the Jews in White Russia and in the Ukraine. Many young Jews, especially members of the Communist party. are making preparations to leave for Biro-Bidjan in the near future.

The visit which the Nazi minister Goering is now paying to Poland is arousing great interest among the Jewish population in White Russia and in the Ukraine, in view of the fact that the Soviet press is interpreting this visit as a clear indication of a possible war on the Polish frontiers bordering on those sections.
