Israeli officials were reported today to be disturbed by an apparent deliberate Soviet leak to the Arab press that the Soviet Union has rejected a proposal by Foreign Minister Abba Eban to visit Moscow for a conference with Soviet leaders. Arab newspapers reported that the Soviet Government informed Arab ambassadors in Moscow of the turndown.
