The possibility that Sir Herbert Samuel, leader of the Liberal Party and Free Trade advocate, will resign as Home Secretary in the present cabinet, at the cabinet’s meeting next Wednesday as a protest against the Ottawa tariff agreements, is occasioning considerable speculation in the press.

While Sir Herbert himself is maintaining silence on his future plans, the conservative press today says that he will announce his resignation next Wednesday.

The “Manchester Guardian” holds to the same view and believes that other Liberal ministers will follow suit.

The “Daily Herald,” Labor organ, states just as definitely that Sir Herbert will not resign and that a compromise will be reached since Premier MacDonald is vitally interested in retaining the Liberals in his government in order to maintain its national character.

Other papers maintain that everything depends on the attitude of the cabinet toward the Ottawa agreements.

The “Manchester Guardian” portends that if Sir Herbert does resign, he will not join with his 30 other followers in an opposition to the government, but will remain a government supporter outside the cabinet.
