In what was termed a direct reply to recent statements by Israeli Premier Menachem Begin and Foreign Minister Moshe Dayan, the State Department said today that Israel would have to withdraw from the West Bank, the Golan Heights, the Sinai and the Gaza Strip in return for a peace settlement. Department spokesman Hodding Carter said that not to negotiate withdrawals from these fronts contravened United Nations Security Council Resolution 242. U.S. officials said the statement was being issued today because of the concern by the Carter Administration with recent statements by Begin and Dayan. (See full story P.3.)
