State Department spokesman Carl E. Bartch today evaded newsmen’s questions about progress in Soviet-American deliberations toward an easing of the Middle East flare-up. “It’s always difficult to talk about progress,” he replied, “so I have no comment.” He also declined to disclose any specifics of last Friday’s 75-minute meeting in Moscow between United States Ambassador Jacob D. Beam and Soviet Foreign Minister Andrei A. Gromyko. The Beam-Gromyko talks have been reported as part of a U.S. attempt to persuade the Kremlin to ease the Mideast tension caused by its military buildup there. Mr. Bartch said he did not know when Soviet Ambassador Anatoly F. Dobrynin would meet again here with Secretary of State William P. Rogers. He said also that there was no date set for another meeting between Mr. Dobrynin and Joseph J. Sisco, Assistant Secretary of State for Near Eastern and South Asian Affairs.
