The State Department confirmed today that orders had been telegraphed on June 5 to all consular officers in Europe directing them to withhold visas from aliens having close relatives still residing in certain countries and in territories controlled by these countries.
While no specific countries were named, it was obvious that the orders were not confined to Germany or German-occupied territory, but also included Russia and Italy, Children, parents, spouse, brothers or sisters of the applicant were classified as “close relatives.”
