The State Department considers any United Nations buffer zone plan unacceptable unless Israel allows a portion of Israeli territory to become a part of an internationalized insulation belt. This was made known today by U.S. official sources who, citing this reason, described the entire buffer concept as highly speculative.
It was pointed out that the State Department rejects Israel’s suggestion that territory wrested by Israel from Egypt be used for buffer purposes. The Department feels that Sinai is a sovereign part of Egypt, holding that the United States could not favor a plan to create a buffer of Egyptian territory unless adjoining Israeli territory were similarly used.
