The State Department has issued new regulations to control entry of aliens into the United States. The measure requires that visa applications be approved by the department before being passed upon by consuls in the field. An immigration section will be set up in the visa division for this function. The new regulations become effective July 1. Native-born citizens of Western Hemisphere countries are exempted.
