Secretary of State Edward R. Stettinius, replying to a question as to whether any group, such as the Jewish Agency for Palestine, will be given a hearing before the commission which will draw up a plan for an international trusteeship system, said today that any group may submit a proposal for consideration by the commission.

The full composition of “Commission Number Four,” which will handle the trusteeship problem, has not yet been announced, but it was revealed that the chairman of the commission will be a member of the New Zealand delegation, and the rapporteur will be a member of the Luxembourg delegation.

The Arab delegations here have been assigned to a number of important committees. A member of the Saudi Arabian delegation is one of the two rapporteurs on the Membership and General Committee; Syria has one of its delegates as rapporteur on the committee on “Preamble, Purposes and Principles, and both Syrian and Saudi Arabian delegates are on the Credentials Committee. A delegate from Iraq is a rapporteur of the International Court committee.
