Sweden said a commission looking into the fate of Raoul Wallenberg would complete its work in 1999. Russia and Sweden agreed in 1997 to look into what happened to Wallenberg, a Swedish diplomat who rescued Hungarian Jews from the Nazis by issuing them passports.
