The Swiss Government has appointed a special commission-or in charge of refugee problems as a result of the recent influx into Switzerland of more than 2,000 refugees from France, it was announced here today.
It was stated at the same time over the Swiss radio that persons who have fled to Switzerland may be exempt from penalties for illegal crossing of the border if this is justified by the seriousness of their situation.
