The United Nations Security Council received a Syrian protest today on resumption of Israeli work on the Huleh drainage project. Syria’s U.N. delegate, Faris el Khoury, protested to the Council that the U.N.’s truce supervisor, Maj. Gen. William E. Riley, had exceeded his authority in permitting the Israelis to resume work on Jewish-owned land. The Syrian representative insisted that an agreement between Israel and Syria must proceed any resumption of the drainage project, adding that a piece-meal approach to an overall solution of the dispute would prejudice a full and fair settlement. He contended that the Chief of Staff should seek such an overall settlement and if he failed to achieve it should obtain further instructions from the Security Council.
