In a heated exchange of views. Dr. El-Farra charged Israel with hindering peace and Ambassador Tekoah asserted “the central problem” was Egypt’s “grave violation” of the standstill agreement. A UN spokesman said on Friday that Dr. Jarring prefers negotiations at the Foreign Ministerial level rather than on the ambassadorial level favored by Egypt and Jordan.
