Yosef Tekoah, the Israeli ambassador to the United Nations, returned here temporarily this afternoon, having left New York last night after his introductory talks with Dr. Gunnar V. Jarring, the UN’s special Middle East mediator. Mr. Tekoah is here for consultations with Foreign Minister Abba Eban, and will apparently meet also with Premier Golda Meir. He had said in New York he would be away for “the time it takes for the consultations,” adding that he was sure “my Arab colleagues” would understand the importance of his mini-mission. The ambassador refused here to elaborate on his talk with Dr. Jarring or to confirm if he had brought up the questions of Egyptian violations of the standstill cease-fire and prisoners in Arab hands. Mr. Eban had said yesterday in Jerusalem that Mr. Tekoah’s instructions for the peace talks included the raising with Dr. Jarring of the issue of Egyptian missile movement and construction during the standstill period. Mr. Tekoah said today that he expected the peace talks to rise to the Foreign Ministers level when the ministers arrive at the UN for the General Assembly’s 25th anniversary session, which opens Sept. 15.
