Israel’s Ambassador to the United Nations. Yosef Tekoah, called on Secretary General Thant yesterday and afterwards commented on a resolution adopted May 18 by the World Health Organization (WHO) in Geneva. Noting that only Arab, Soviet and Moslem states and their supporters voted in favor of the resolution charging violations of human rights in the Israeli-occupied Arab territories and the barring of Red Cross aid to Arab residents there, Tekoah stated: “The majority of member states of the (WHO) organization dissociated themselves from this text. It was nevertheless recorded as having been formally adopted. This development illustrates again that the composition and voting rules of UN organs make it impossible for Israel to receive a fair hearing in them…(and) explains why in these conditions UN organs are unable to deal equitably with the Middle East conflict and to make an effective contribution to its settlement.” Tekoah emphasized that the International Committee of the Red Cross had denied the charges against Israel and that it had sent a letter to that effect to the Director General of WHO on June 10.
