The $350 million President Bush proposed in aid for the Palestinians will help develop their economy and build high-tech terminals at checkpoints and border crossings. Proposed Wednesday night in Bush’s State of the Union address, the aid is in addition to $50 million in short-term relief that Secretary of State Condoleezza Rice plans to offer the Palestinians on Monday, when she visits the region.
