The Arab League hailed the creation of an International Criminal Court. The league’s secretary-general, Esmat Abdel Meguid, said he was pleased that the resolution creating the court “regards Israeli settlements in occupied lands as a war crime.” Israel and the United States were among nations opposing the court, whose creation was ratified over the weekend in Rome.
