The Bush administration signed off on a $20 million payment to the Palestinian Authority, to be used for humanitarian projects. The money approved Tuesday is the first direct aid the United States has given to the Palestinian leadership, and sources close to the White House describe it as an acknowledgment of recent P.A. efforts to crack down on terrorism.
