The Cabinet appointed a special ministerial team Sunday to try to end the work slowdown at Israel’s three seaports. Earlier, the government rejected proposals to take drastic action. including use of the army to speed up the loading of ships. But Labor Minister Moshe Baram. a member of the special team, warned that “drastic” measures might be necessary if Histadrut failed to persuade the dockworkers to resume their normal activity. The Cabinet was apparently awaiting the outcome of a meeting Sunday night between the port workers and Histadrut leaders in Tel Aviv.
