The Canadian Parliament unanimously passed a motion Wednesday criticizing the Soviet Union for its treatment of dissidents, including Anatoly Shcharansky who has been imprisoned since last March. The motion said the Parliament was deeply disappointed and concerned about the treatment of such citizens as Shcharansky. MP Robert Kaplan said he introduced the motion after the USSR failed to take up an offer by the Canadian government late last year to allow Shcharansky to live in Canada.
