The Congress Court ruling criticized the ZOA for having agreed only lately to have its membership lists checked by auditors from Jerusalem. It also criticized the reluctance of the various parties to open their membership lists to one another’s inspection. The tribunal ordered the appellants–ZOA and Revisionists–to refrain from making public accusations in the future with respect to its decisions and called on them to cooperate in a spirit of good will to insure that the elections will be carried out smoothly. The tribunal was headed by Israeli Supreme Court Justice Moshe Landau.
